Biography

Julie Garcia Welch serves as Vice President of Government Affairs, Southeast Asia, Taiwan & Pacific, for Qualcomm Incorporated based in Hong Kong.  In this capacity, Ms. Welch is responsible for shaping public policy and driving Qualcomm’s collaboration with government ministries, industry stakeholders and association partners.  She represents the interests of the company in Southeast Asia, Taiwan and the Pacific Region and is responsible for developing and executing regional and country-specific government affairs strategies and plans.

Ms. Welch joined Qualcomm in 2004 and has been working in the region for almost 15 years.  Prior to Qualcomm, she worked at the United States Government Federal Communications Commission and at a government and regulatory affairs consultancy.  Ms. Welch holds a B.S. in Electrical Engineering from Virginia Polytechnic Institute and State University, Blacksburg, V.A. and an M.B.A. from the University of Maryland, College Park.
